If a call fails — any call — the Overwatch pipeline fires before the Executive is even aware there is a problem.
The CPR protocol attempts three automated recovery retries at one-minute intervals. If all three fail, Overwatch escalates to the Slack and SMS alert: "🚨 OVERWATCH RED ALERT."
