Field Validators are the physical enforcement arm of the Audit Chamber's anti-fraud architecture. The Advocate wants every case funded. The Council requires impartial, ground-truth evidence before any case reaches the docket. The Field Validator is the mechanism that produces that evidence — and earns 5% of every case's gross revenue for doing so. The Validator's financial incentive is the truth — not the outcome.

Ground-Truth, Not Opinion
The Field Validator's role is to document what physically exists — not to assess whether it deserves funding. The Council assesses merit. The Advocate argues for funding. The Validator documents the facts. Photographs, identity verification, structural assessments, receipts, witness statements — all of it submitted through this portal, without editorial judgement.

Mandate 02
The Anti-Fraud Obligation
The Validator is the system's primary fraud-detection mechanism. Because the Validator is financially rewarded regardless of whether the case is funded — only for whether their evidence is accepted by the Council — their incentive is accuracy, not advocacy. A Validator who submits false or misleading evidence is permanently removed from the system. There is no appeal for Validator fraud.

Mandate 03
The Transmission Standard
Every file submitted through this portal must meet the Council's transmission standard — resolution, format, completeness, and chain-of-custody metadata. A blurry photograph does not pass. An undated document does not pass. An unsigned identity verification does not pass. The Evidence Submission Checklist governs the standard. Read it before you attend the site. Carry it with you during the inspection.

Every Field Validator attends every site inspection with three core documents — the Evidence Submission Checklist, the Mobile Evidence Template, and the Official Compliance Script. All three must be completed before the Impact_Proof_File can be submitted through this portal. A partial submission without the completed checklist will be returned with Proof_Required status.

The 4-section gatekeeper for every evidence submission. The ESC governs what constitutes an acceptable submission to the Council. If any section is incomplete, the submission returns Proof_Required status and the case cannot advance to the docket.

Official Compliance Script
The 5-phase verbatim protocol governing every Field Validator's interaction with case beneficiaries — from the moment of Initial Contact through to Closing. The Compliance Script ensures that every beneficiary interaction is conducted with institutional authority, that no promises are made outside the Validator's mandate, and that no fraudulent or coercive behaviour occurs in the field.

The Evidence Submission Checklist is not a courtesy — it is the Council's acceptance standard. Every item marked as Required will be checked by the Council before the case advances. A single missing Required item returns the entire submission as Proof_Required and delays the case by at least one docket cycle.

The Validator's 5% commission (The Rasmitec process) fires the moment the Council marks the Impact_Proof_File as accepted — not when the case reaches the docket, not when the case wins, not when the Gavel drops. The Validator is compensated for the quality of the evidence, not the outcome of the case.

Accuracy is our only metric. Method C is our only Law.

The Compliance Script is verbatim. Every Field Validator follows it in sequence on every site visit. It protects the beneficiary from coercion, the Validator from liability, and the Chamber from fraudulent submissions. Deviation from the script is a compliance violation and may result in Validator suspension.

"Good [morning/afternoon/evening]. My name is [Validator Name]. I am a Field Validator for the Audit Chamber — an independent verification officer. I have been assigned to verify the case submitted to the docket under the name [Beneficiary Name]. I am here to document the situation physically. I am not an Advocate for your case — I do not decide whether it receives funding. The Chamber's Minters decide that through their votes. Do you consent to this inspection and to photographs of the situation being submitted to the Council of Validators?"
Wait for verbal consent. If consent is refused, the site visit ends. Document the refusal in MET. Notify Advocate via Rasmitec.

Phase 2 · Identity Verification
Document Checks & Identity Confirmation
"I need to verify your identity against the information submitted on your application. Can I see a government-issued photo ID? I will photograph this for the Council's records. I also need to take a photograph of us together at this location — this is required for the submission."
Photograph the ID document and the joint photograph. Confirm the name matches the Form 2 submission exactly. Record any discrepancy immediately in MET.

Phase 3 · Site Inspection
Structured Physical Documentation
"I am going to photograph the situation from multiple angles. Please do not direct which angles I photograph — I need to document exactly what I observe, including any areas that may differ from the application description. If there are documents relevant to this case — receipts, reports, assessments, school records — I will photograph those as well."
Photograph minimum 5 angles. Do not exclude areas that contradict the application. The Council is looking for accurate documentation, not advocacy.

"I am recording the GPS location of this site and timestamping all photographs. This is required for the submission. If you have any additional documents that support your case — receipts, medical reports, structural assessments — I will photograph those now."
Enable GPS on your device. All photographs must carry embedded metadata. If your device does not embed metadata, record GPS coordinates manually in MET Field 2 (Ground-Truth).

Phase 5 · Closing
Expectations Communicated — No Promises Made
"I have completed the inspection. I will submit my evidence to the Council of Validators through the Proof Portal. The Council will review it. If accepted, your case will be presented before the Audit Chamber by an Advocate. The Chamber's Minters will vote on your case during the live broadcast. I cannot tell you when this will happen or whether your case will receive funding — that decision belongs to the Minters and the democratic vote. Is there anything else you need to show me before I leave?"
Do not make any promises about funding, timing, or outcomes. Do not accept any payment or gift from the beneficiary. Upload the Impact_Proof_File to the Proof Portal within 24 hours of the site visit.

Complete all sections. The Impact_Proof_File is the non-negotiable submission. All 7 Mirror Fields must be captured. The Council will review your submission. When accepted, The Rasmitec process fires — your 5% Validator_Commission is credited to your ledger.

The Rasmitec process (Validator Ledger) fires at the millisecond the session concludes. Your Validator_Commission field is credited 5% of the total gross revenue for every case you investigated in that session — regardless of which case received the 40% Needy Fund disbursement.

Your compensation is for the quality and completeness of your evidence — not for the outcome of the case. A case you verified that loses the democratic vote still pays your 5%. A fraudulent submission that is rejected by the Council pays nothing and ends your Validator status permanently.

The Validator earns for the truth. The Advocate earns for the argument. The Minters decide the outcome. No single role controls the result.
