Every Needy Case that reaches the Audit Chamber docket has passed through a rigorous four-stage pipeline — from this intake form, through AI Triage, to Field Validator ground verification, to Council review, to live broadcast. The Chamber does not air unverified claims. The docket is the most scrutinised public record in the system.

You complete Form 2 (this page). The AI Triage system reads your submission — assessing urgency, category, verifiability, and completeness. Incomplete submissions are flagged immediately. You receive an acknowledgement with your Case Reference ID.

Validator Assigned
A Field Validator is assigned to your case. They physically attend your location, verify your identity, inspect the situation, photograph evidence, and upload all proof to the Proof Portal. The Impact_Proof_File is the single non-negotiable requirement. No file — no docket.

Evidence Review
The Council of Validators reviews the Validator's evidence submission. They cross-examine the Advocate who has agreed to champion your case. If the evidence passes the Council's review, the case is marked Claim_Approved and placed on the next available docket.

Executive Decision
The Executive reviews the Council's recommendation. If approved, your case enters the live docket. The Advocate presents your case during the broadcast. Asset Minters vote. The case with the most weighted votes at the Gavel Drop for your round receives the 40% Needy Fund — instantly, via mobile money or Gift Card. Within the same segment, further cases may follow immediately. A 5-minute Chamber Recess fires at segment close before the next segment opens. A 90-minute broadcast resolves 3–5 cases or more depending on the Needy Fund kitty.

The standard is not sympathy — it is verifiability. A compelling story without verifiable evidence will not reach the docket. A verifiable case without a compelling story will.

The Audit Chamber is not a charity. It is an institution of democratic, verifiable justice. The docket only carries cases that can withstand public scrutiny — because the Chamber's credibility depends on it.

A specific, verifiable public benefit situation — structural damage, medical emergency, educational need — with a defined and provable financial requirement
A situation that can be physically verified on the ground by a Field Validator — an address, a location, an accessible site
A case with documentary evidence — receipts, assessments, identity documents, photographs — that the Council can review independently
A case where the beneficiary has NOT received funding from the Chamber within the Bailiff's restricted window (Double-Dipping prohibition)
A case with a specific, named beneficiary — not a general fund, not a vague community need, not an organisation's operating costs
A struggling or stuck small business with a verifiable, specific intervention need — equipment failure, fire damage, flood loss, debt trap, or a defined operational blockage that a targeted capital injection can resolve. The business must be real, operational, owner-present, and the situation physically verifiable by a Field Validator
✗   Cases That Do Not Qualify
Requests for speculative investment capital, venture funding, or seed money for unproven business ideas — the Needy Fund does not fund untested concepts or growth ambitions without demonstrated hardship
Unverifiable claims — situations that cannot be physically inspected by a Field Validator or supported by documentary evidence
Cases submitted by the same beneficiary within the Bailiff's restricted window — Double-Dipping triggers an automatic strike
Speculative or future-need cases — the Chamber funds present, verifiable situations, not projected or anticipated costs
Cases submitted on behalf of organisations, companies, or non-individual entities without a specific named individual beneficiary
The Docket Audit Pipeline

The Docket Audit Pipeline is the four-stage case management system in the Audit Chamber's Rasmitec CRM. Every submitted case enters at Stage 1 and cannot reach the broadcast without passing through all four stages. The Executive has four actions available at any stage: Approve, Reject, Request More Info, or Grant Appeal.

Executive Decision
Executive approves for docket or rejects. Approved cases enter the next available broadcast session. Gavel Drop fires per case — 3–5 or more times per 90-minute broadcast depending on the Needy Fund kitty. Each drop disburses 40% to the highest-voted case in that round. Multiple cases can run within a single segment. The 5-minute Chamber Recess fires between segments, not between every case.

Rule 01 · The No Solicitation Rule
Do Not Ask For Money Inside The Chamber
The Bailiff AI monitors all Audit Chamber channels. Direct requests for money — in chat, in comments, in any Chamber communication channel — constitute Solicitation. This is a Bailiff Strike violation. Strike 3 is a permanent ban. You may not appeal a Strike 3 ban. Submit your case through this form and let the Advocate present it. The Chamber handles the rest. You do not need to ask.
Rule 02 · The Double-Dipping Prohibition
One Case Per Beneficiary Per Restricted Window
The Bailiff enforces a restricted window for repeat case submissions from the same beneficiary. Submitting a second case within this window — regardless of whether the first case was funded — constitutes Double-Dipping and triggers an automatic Strike. The restricted window is enforced by the system, not a person. The Bailiff does not make exceptions. Submit once. Wait for the process to complete. Then, if appropriate, submit again after the window closes.
Rule 03 · The Honesty Standard
The Field Validator Will Physically Verify Your Claim
A Field Validator will attend your location. They will photograph the situation. They will verify your identity documents. They will cross-reference your claim against what they observe on the ground. The Council will review everything the Validator submits. The Advocate will argue your case knowing it has been physically verified. Any material discrepancy between your submission and the Validator's findings will result in Claim_Rejected and a permanent record in the system. Submit only what is true and verifiable.

This will be your Beneficiary Name on the docket. Different from your Sovereign Alias shout-out name if preferred.
The name announced when your case is presented. Can differ from your legal name.
The Field Validator will contact you at this number to arrange the physical inspection.
Optional but recommended for case status updates.
The Field Validator must be able to physically attend this location. Vague addresses result in Proof_Required status.
Section 2 · The Case
This is the title that will appear on the docket during the live broadcast. Be specific. Be factual.
Specific, itemised amount if possible. Vague amounts are flagged by AI Triage.

The Field Validator will collect the primary evidence on their physical visit. However, any documents you can provide at submission — identity documents, receipts, assessments, photographs — will accelerate the AI Triage assessment and the Validator assignment process.

A Field Validator Contacts You
A Field Validator is assigned to your case and contacts you at your registered WhatsApp number to arrange the physical inspection. They will visit your location, verify your identity, photograph the situation, and upload the Impact_Proof_File to the Proof Portal. This is the single non-negotiable step — without it, your case cannot advance.

Your Advocate Presents Your Case
Once the Validator's evidence is submitted and reviewed by the Council, an Advocate is assigned or confirmed for your case. They present your case during the live broadcast. Asset Minters vote with their weighted Digital Access Assets. If your case receives the most weighted votes at the Gavel Drop for your round, the 40% Needy Fund is disbursed to you — instantly, via mobile money or Gift Card.

Live Video Acknowledgement — Preferred
The moment the M-Pesa confirmation SMS arrives on your phone or the Gift Card code is delivered, you appear live on camera — either from the broadcast studio if you are present, or via a live video call connected to the broadcast. You confirm receipt verbally, state the case reference, and thank the Chamber on camera. The broadcast captures this. The Sovereign Alias of every Minter who voted for your case sees the outcome of their vote — in real time, before the session closes.
Confirmation Method B
Receipt Display — When Live Presence Is Not Possible
If you cannot appear on camera at the moment of disbursement, the M-Pesa confirmation SMS or Gift Card delivery notification is displayed on the broadcast screen as a visual receipt overlay — broadcast to every live viewer simultaneously. The transaction reference, amount, and your beneficiary name appear on-screen. The Chamber confirms receipt publicly. This method is the fallback — live video acknowledgement is always the preferred confirmation for maximum institutional credibility.
